§ 31.04 SOLID WASTE MANAGEMENT DISTRICT.
   (A)   Establishment of a single County Solid Waste Management District. Pursuant to I.C. 13-21-3, there is hereby established a County Solid Waste Management District (“MCSWMD”). The MCSWMD shall consist of the entire area located within the legal boundaries of the county.
   (B)   Organization. The membership of the Board of Directors of the County Solid Waste Management District shall be:
      (1)   The three members of the County Board of Commissioners;
      (2)   One member appointed by the County Council from among its members;
      (3)   The Mayor of the City of Plymouth;
      (4)   One member of the Plymouth City Council to be appointed by the Plymouth City Council; and
      (5)   One member of a town council to represent all municipalities in the county other than the City of Plymouth, to be appointed by the County Commissioners.
   (C)   Terms of Board members. The term of office of each member of the District’s Board of Directors shall be coextensive with the member’s term of office on the government body of which he or she is a member. All Board members shall serve at the pleasure of the appointing authority.
   (D)   Board powers. The County Solid Waste Management District has all the powers authorized by I.C. 13-9.5-2 and related laws and shall follow the directives of state law for organizing and carrying out its duties.
