§ 71.03 PROHIBITIONS.
   No person shall operate an off-road vehicle on a county highway within the county roads system:
   (A)   At a rate of speed greater than is reasonable and proper, having due regard for the conditions then existing;
   (B)   While under the influence of intoxicating liquor or under the influence of a narcotic or other habit-forming or dangerous depressant or stimulant drug;
   (C)   Without displaying a lighted headlight, lighted taillight and lighted brake lights at all times while operating;
   (D)   In any forest nursery, planting area or public lands posted or reasonably identified as an area of forest or plant reproduction, and when growing stock may be damaged;
   (E)   On frozen surface of public water within 100 feet of a person not in or upon a vehicle or within 100 feet of a fishing shanty or shelter;
   (F)   Unless it is equipped with a muffler in good working order and in constant operation to prevent excessive or unusual noise and annoying smoke;
   (G)   Within 100 feet of a dwelling in daylight hours only, except on the operator’s own property, property under the operator’s control or as an invited guest;
   (H)   On any property without the consent of the landowner or tenant of the property;
   (I)   While transporting on the off-road vehicle a bow (unless unstrung) or a firearm (unless unloaded and securely encased or equipped with and made inoperative by manufactured key-locked trigger housing mechanism);
   (J)   On or across a cemetery or burial ground;
   (K)   Within 100 feet of slide, ski or skating areas, except for the purpose of servicing the area;
   (L)   On a railroad track or railroad right-of-way, except railroad personnel in performance of their duties;
   (M)   In or upon any flowing river, stream or creek, except to cross it by the shortest route, unless that body of water is of sufficient depth to permit flotation of the vehicle at all times; or
   (N)   Without having liability insurance in an amount that is at least equal to the minimum required insurance and financial responsibility required by drivers of automobiles on public roads within the state and to have in the operator’s possession when operating an off-road vehicle on a county highway proof of said insurance.
