§ 121.01 DEFINITIONS.
   In this chapter, unless the context requires otherwise, the following definitions apply:
   NEIGHBORHOOD BLOCK PARTY. The closing of a street for the purpose of a neighborhood celebration or gathering.
   PROPONENT, PROMOTER, or SPONSOR. The individual or entity sponsoring or organizing a special event.
   SPECIAL EVENT. A gathering anticipating more than 500 persons for a public event within the city limits, which includes but is not limited to festivals, parades, competitions, marine events, shows, exhibitions, fairs, outdoor dances, concerts, rodeos, swap meets, rallies, sporting events, retail sales, or activities at which booths, stalls, concessions, food sales, rides or other activities are allowed, using city facilities or property.
      (1)   The following exemptions, however, shall not be considered a SPECIAL EVENT.
         (a)   Family gatherings, such as family reunions;
         (b)   Sanctioned school events;
         (c)   Sanctioned church events;
         (d)   Concerts in Knudson Park; and
         (e)   Special events sponsored in whole by the City of Marseilles.
      (2)   Exemptions to be approved by the City Council.
