(A) It is the policy of the city to provide its permanent, full-time employees and officers except those employees covered under a separate collective bargaining agreement with the following benefits in recognition of their service to the city. These benefits are effective on the first day of May and shall end on the 30th day of April of the following year, unless extended beyond that time by the city.
(B) Additional and/or modified benefits may apply to the various departments of the city and are contained in the benefits of those specific departments.
