§ 91.10 ANIMALS RUNNING AT LARGE.
   (C)   While on the premises of an owner or keeper, all dogs not contained by a fence or other enclosure shall be restrained on a leash or tether that prevents the dog from being closer than ten feet to the property line of the owner or keeper, or to a public sidewalk or right-of-way. The leash or tether shall be under the control of a capable person, and shall be of sufficient strength and connection to the dog to prevent its escape.
   (D)   Any person injured, or who may be in danger of being injured, either in person or property. by reason of the unlawful running at large within this city of any domestic animal, may either drive or convey the same to the Police Department, whereupon it shall be the duty of the police to take and impound the same; or the person may take up and confine such domestic animal in some safe and convenient place and notify the police, as soon as practical, and the officer so notified shall take charge of such domestic animal and impound it.
