Any person may own or keep domestic animals. However, the following restrictions apply to any owner or keeper of domestic animals.
(A) An owner or keeper may not own or keep more than four dogs and not more than four cats, at any one time, on any one residential property.
(B) The restrictions set forth in above division (A) shall not apply in the following circumstances:
(1) A litter of dogs or cats may be kept for a period of time not exceeding six months from birth; or
(2) The keeping of dogs or cats on property for which a kennel permit has been issued by the City of Marseilles Plan Commission or Zoning Board of Appeals.
