Every map, plat or subdivision of any block, lot, sublot or part thereof or any piece or parcel of land within this city shall be submitted to the City Council for approval. If such map, plat or subdivision be approved, such approval shall be entered upon the record of the proceedings of the Council and the Mayor shall endorse a record of such approval upon such map, plat or subdivision and the City Clerk shall attest the same and affix the corporate seal thereto.
