Application for such license shall state the name and residence of the person desiring the license, the name of the business and its location, and the goods to be sold or the services to be provided by the business. Application for such license shall be made to the City Clerk, and shall be referred by him/her to the City Council. No such license shall be issued except on the order of the Council.
