The city is authorized by this chapter and pursuant to constitutional and statutory authority to enter into an intergovernmental cooperation agreement with other municipalities for the purpose of jointly exercising the rate regulatory process created by this chapter and to share the costs thereof on a pro rata basis. The Mayor and the City Clerk are authorized to execute such an agreement on behalf of the city.
