§ 114.19 RECORDS TO BE KEPT.
   Every junk dealer shall keep a book in which shall be fairly written in the English language in ink at the time of each purchase or receipt, an accurate description of each article or thing purchased or received, the time of purchasing or receipt of it, and the name, place of residence and occupation of the seller. No entry made in such book shall be erased, obliterated or defaced. Such book shall be open at all times to the inspection of the Mayor, Chief of Police, or any member of the police force, or commissioner, or other person authorized by them to inspect such book.
