(A) The Mayor and City Clerk are hereby authorized to grant a license under this subchapter to any person of good moral character upon such applicant paying the license fee therefor, and entering into a bond in the penal sum of $100 to the city, conditioned that the applicant will observe all ordinances of the city regulating such activity and will pay all fines and damages incurred on account of his failure in that behalf.
(B) The license fee is $35 per year for a junk shop, and $5 per day for a transient junk dealer with a vehicle only.
