No person shall engage in the business of an operator or proprietor as hereinabove defined, without a license therefor. The license fee for each proprietor and operator shall be $25 per year for each machine used or played, or exhibited for use or play, payable May 1 of each year. For any license issued on or after November 1 of any calendar year, the license fee shall be one-half of the annual amount specified in this section, but there shall be no further fractional division of license fees payable under this chapter.
