All appeals from decisions of the Local Liquor Control Commissioner to revoke or suspend any license issued by him, or the imposition of any fine imposed by him, shall be in accordance with the provisions of Section 7-9 of the Illinois Control Act (ILCS Ch. 235, Act 5, § 7-9). All such appeals shall be limited to a review of the official record of the proceedings before the Liquor Control Commissioner.
