In the event a licensee does not use his license to operate an establishment for the sale of liquor for a period of 60 consecutive days, the Mayor shall revoke the license and require its immediate surrender. The licensee shall not be entitled to a refund of any portion of the licensee fee paid, but if the revocation occurs before November 1 he shall not be required to pay the second half of the annual fee as required hereby.
