Each such license issued hereunder shall terminate at midnight on April 30, next following the date of issuance. In the event an application is made for the issuance of a license after May 1, but prior to November 1, the fee to be paid shall be the same as if the license is issued May 1. In the event an application is made for the issuance of a license on November 1 or thereafter only one-half of the annual fee shall be paid.
