The Mayor shall investigate the statements in each application, and within 30 days after such application has been made to the City Clerk, as aforesaid, the Mayor shall either approve or reject such application. In the event the Mayor approves such application and grants such license applied for, the Clerk shall issue such license to such applicant upon the payment in advance of the license fee required and the execution of such penal bond as aforesaid.
