It is unlawful for any group or organization or individual to conduct or participate in any march, assembly, meeting or gathering on roadways or sidewalks unless the Chief of Police has been given written notice of the location, the maximum number of persons participating, the names and address of the organizers of any such march, assembly, meeting or gathering, its route, its time of inception and duration, at least 24 hours prior to inception, and the names of all participants.
