Any individual or other legal entity requesting the vacation of any street or alley located within the city, shall petition the City Council, in writing. Said petition shall be presented to the Council at a regular public meeting and shall be signed, under oath, by the individual, or if some other entity, by its duly authorized representative. Such a petition shall set forth the complete legal description of the street or alley proposed to be vacated, or part thereof, and shall have attached to said petition a plat of survey of said street or alley, or part thereof, proposed to be vacated. Said plat of survey shall not exceed 18 inches by 24 inches and shall be under certificate of an Illinois Registered Land Surveyor.
