When any sidewalk or curb shall be ordered laid by the City Council a special ordinance or resolution shall be passed prescribing in what manner the cost of such improvement shall be paid, which shall be either by general taxation, special taxation or special assessment, and such ordinance or resolution shall conform to the statute prescribing the method of procedure under the manner of payment adopted.
