All sidewalks and curbs which may hereafter be constructed of concrete shall conform to specifications of the city. Such walk or curb shall have an inclination toward the gutter of at least one- fifth of an inch to each foot in width, with the inner line thereof one foot from the property line unless otherwise provided for by ordinance. No sidewalk or curb shall be constructed except under the supervision of the Street Supervisor. No sidewalk or curb shall hereafter be constructed in any other manner unless it is so authorized by the City Council by ordinance or resolution.
