Whenever any sidewalk or curb is to be laid upon or along any street or other public place within the city, the person about to build or lay such walk or curb shall ascertain from the City Engineer the correct grade of such walk or curb, which grade shall be established by ordinance or resolution before the construction of such sidewalk or curb, and such sidewalk or curb shall be then laid to such grade as established.
