§ 97.035 PERMIT REQUIRED.
   No person, unless authorized by the City Council, shall make any excavation in any street, alley, sidewalk or public grounds within the city without first obtaining a permit therefor. The term EXCAVATION shall include the cutting or removal of any street curb.
