(A) No person shall remove, or cause to be removed, any building through or along any street or alley of the city without a written permit from the Commissioner of Streets and Public Improvements therefor, nor shall, in removing such building, unnecessarily encumber or obstruct any street or alley, nor for a longer time than may be necessary in the prompt and diligent removal thereof.
(B) Any owner or any contractor or house mover who may be about to remove, or cause to be removed through or along said street or alley of the city, shall, before commencing the work, execute an indemnifying bond to the city in such reasonable sum of not less than $1,000 and with such surety or sureties as may be fixed by the Commissioner to answer and pay all damages for any injury that may result to persons or property from any such interference with or obstruction to such street, alley, or sidewalk thereon or to any public utility having a franchise for the use of such streets and alleys, and to indemnify and save the city harmless for any injury or damage to any crossing, sewer, gutter, pavement, curbing, bridge, fire plug, water pipe or sidewalk on such street or alley.
