All streets, alleys, rights-of-way and all other real estate owned by the city may be subject to the construction, reconstruction, location, operation and maintenance of the municipal water and sewer distribution systems of the city and subject to standards for construction of facilities on the rights-of-way found starting at § 97.115 of this code.
