§ 96.05 SPECIAL REGULATIONS FOR SHEHORN PARK.
   The following regulations shall apply to the use of that park located along the Illinois River just west of the bridge and currently known as Shehorn Park:
   (A)   Park hours.
      (1)   From November 1 to February 28 or 29 (whichever is the last day of the month in that particular year), the park shall be open from 7:00 a.m. to 5:00 p.m.
      (2)   From March 1 to October 31, the park shall be open from 5:00 a.m. to 9:00 p.m.
      (3)   At all other times, the park shall be closed, and no person shall enter or remain in the park during those times except for those who are visiting the Middle East Memorial Wall.
   (B)   Additional regulations.
      (1)   There shall be no alcoholic beverages allowed in the park.
      (2)   There shall be no swimming or wading into the river from the park.
      (3)   There shall be no open fires allowed in the park.
      (4)   There shall be no air guns or firearms allowed in the park.
      (5)   There shall be no overnight camping allowed in the park.
      (6)   There shall be no littering allowed in the park. All trash must be placed into available receptacles or, if there are no available receptacles, must be placed in appropriate containers until it can be removed from the park by the person or persons creating it.
      (7)   All pets must be kept on a leash and all pet excrement shall be removed and disposed of properly.
      (8)   There shall be no shore fishing from any location within the park.
