Permits for special events or for an extension of the closing hours shall be obtained by application to the Playground and Recreation Board or its designee in accordance with the following procedure:
(A) Any person or group seeking issuance of a permit hereunder shall file an application stating:
(1) The name and address of the applicant;
(2) The day and hours for which the permit is desired;
(3) The park for which the permit is desired; and
(4) The proposed activity for which the park will be used.
(B) Within three days after receipt of an application, the Playground and Recreation Board or its designee shall either grant or deny said application, and if said application is denied the reason therefore shall be stated.
(C) A permittee shall be bound by all park rules and regulations and all applicable provisions of this code and other ordinances of the city fully as though the same were inserted in said permits.
