If the inspecting officer shall determine that a public nuisance exists they shall serve notice on the owner and or person causing, permitting or maintaining such nuisance. The notice shall contain a reference to the provision of the city code violated, contain such other information as will reasonably inform a person of the nature of the violation and contain steps needed to abate or remove such nuisance. If the public nuisance poses a present danger or emergency to the public health, safety, peace, notice shall demand abatement within 24 hours and shall state that unless such nuisance is so abated, the city may cause the same to be abated in which case they shall be charged with the abatement costs. In all other circumstances, the notice shall demand abatement within a reasonable time, not less than ten days.
