Whenever complaint is made that a public nuisance exists within the city, the Health Officer, Chief of Police, or Building Inspector or some other city official whom the Commissioner of Public Health and Safety shall designate shall forthwith inspect or cause to be inspected the premises and shall make a written report of his or her findings. Whenever practicable, the inspection officer shall cause photographs to be made of the premises.
