(A) Citizen initiated complaint. Any person who observes a public nuisance may file a complaint affidavit with the city at its Police Department, setting forth the violation in detail, its location and, if known, the name of the owner and occupant of the property on which such violation is alleged to exist.
(B) City initiated complaint. Any city employee, including any police officer, zoning officer, code enforcement officer or other employee, who observes a public nuisance may initiate the complaint procedure.
