The combined Plan Commission and Zoning Board of Appeals shall consist of seven Zoning Board of Appeals members also serving as Planning Commission members. The Zoning Board of Appeals members shall reside within the city. The remaining members of the Plan Commission shall reside within the municipality or within territory contiguous to the municipality and not more than one and one-half miles beyond the municipality’s corporate limits. One or more Plan Commission members not members of the Zoning Board of Appeals may be appointed as alternate members of the Zoning Board of Appeals to fill in for an absent Zoning Board of Appeals member.
