§ 90.01 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ABANDONED VEHICLE.  
      (1)   A vehicle parked or otherwise located on the public way and:
         (a)   Is in such a state of despair that it is incapable of being driven.
         (b)   Has been unmoved for a period of at least seven days and from its condition, the period during which it has not been moved or some other circumstance appears to have been abandoned by its owner.
      (2)   Vehicles parked in a public parking lot without consent of the lot owners, proprietor, or agent of the property, which person has requested that the vehicle be towed.
      (3)   A vehicle defined as abandoned, or capable of being towed, by any other ordinances of the city, and which does not fall into the categories of "hazardous vehicles" or "unlawful vehicles", and therefore is not subject to an immediate tow.
   INOPERABLE MOTOR VEHICLE. Any motor vehicle from which, for a period of at least seven days, the engine, wheels or other parts have been removed, or on which the engine, wheels or other parts have been altered, damaged or otherwise so treated that the vehicle is incapable of being driven under its own motor power. INOPERABLE MOTOR VEHICLE shall not include a motor vehicle which has been rendered temporarily incapable of being driven under its own motor power in order to perform ordinary service or repair operations, not a motor vehicle that is kept within a building when not in use; nor an operable restored vehicle over 25 years of age; nor a motor vehicle on the premises of a place of business engaged in the wrecking or junking of motor vehicles.
   PROPERTY. Any real property within the city which is not a street or highway.
   STREET or HIGHWAY. The entire width between the boundary lines of every way publicly maintained when any part thereof is open to the use of the public for purposes of vehicular travel.
   UNREGISTERED MOTOR VEHICLE. Any motor vehicle that does not display, in the location required by the Illinois Motor Vehicle Code, indicia of its current registration with the State of Illinois or such other state as may have legally registered said vehicle.
   VEHICLE. A machine propelled by power other than human power designed to travel along the ground by use of wheels, treads, runners, or slides and transport persons or property or pull machinery and shall include, without limitation, automobile, truck, trailer, motorcycle, tractor, buggy and wagon.
