§ 52.70 APPOINTMENT OF EMPLOYEES; SALARIES.
   The Commissioner of the Department of Public Property shall have the authority to appoint all employees necessary for the proper operation and management of the Water and Sewer Department subject to the approval of the City Council. The salaries of all employees of the Water and Sewer Department shall be fixed by Council.
