The City Engineer or any officer or employee of the Water and Sewer Department shall be permitted at all reasonable hours to enter the premises or buildings of consumers for the purpose of reading meters and to examine the water pipe and fixtures and the manner in which water is used. Consumers shall maintain their meters and remotes in such position and condition that they are accessible to city meter readers at all times. The city shall be authorized to shut off water to any consumer who fails to make a meter or remote accessible for more than two months (resulting in estimated bills for two months or more).
