The Commissioner of the Department of Public Property shall make the necessary purchase of material and supplies for use in the Department to the amount of $2,500, but when the cost of the same would exceed the amount of $2,500, a written estimate, previously made by him, must be presented to the City Council and said material estimate shall be approved by them before ordered or contracted for by him, and when the cost shall exceed $2,500 an estimate shall be furnished the Council and they shall advertise for bids according to law before contracting for the same, unless approved by four Councilmembers to be done without bids.
