The Waterworks and Sewerage Systems of the city are hereby declared to be separate and distinct systems. Both systems shall be operated for the benefit of the inhabitants of the city, and charges and rates for the operation and use thereof shall be established sufficient to pay the cost of maintenance, operation, depreciation and payment of interest and principal on any revenue bonds that may be issued by the city for the purpose of making repairs or constructing improvements and extensions to said systems.
