§ 31.15 DEPUTY CITY CLERK.
   The City Clerk may appoint an assistant, who, in the absence of the Clerk, in case of sickness or other cause, shall be empowered to perform all the duties of the Clerk. The Clerk shall be held responsible for the fidelity of the assistant.
