§ 52.30 APPLICATIONS FOR WATER SERVICE CONNECTIONS; WATER TAP FEES.
   (A)   Application for water service connections must be made in writing to the Superintendent of the Water and Sewer Department (or their assign) by the owner or agent of the property to be served. Such application shall state, without limitation, the official house number or numbers of the premises to be served, the size of pipe required and the approximate location where such sendee will enter the premises. After the applicant pays the appropriate connection fee and any delinquent city charges, a new connection to the water mains will then be made by the city for the plumber engaged by the applicant. If a tap is made before the fees are paid or made without advance permission by the city, then the fees charged shall be three times the amount provided below. The City Council reserves the right to bill additional time and material charges for problematic taps such as those involving difficult excavations or the need to replace pipe sections or the need to make non-standard connections.
   (B)   The connection fee varies upon the size of the connection and the location within one of the following geographic areas:
      (1)   Connections south of the Illinois River;
      (2)   Connections north of the Illinois River except for property located within the following identified Rutland 180 Water and Sewer Expansion Territory;
      (3)   Connections within the Rutland 180 Water and Sewer Expansion Territory being land lying North of 11th Street (or the east west extensions of 11th Street) utilizing the 2022 water and sewer main line extensions along Rutland Street extending towards Interstate 80.
   (C)   The water connection fee for the geographic area south of the Illinois River shall be as follows:
      1.   For all connections of one inch or less, the sum of $1,500.
      2.   For all connections in excess of one inch, a sum fixed by the City Council upon a case-by-case basis determined at the actual cost of labor and material plus a reasonable overhead charge and not being less than $1,500 for each economic unit.
   (D)   The water connection fee for the geographic area north of the Illinois River and not within the Rutland 180 Water and Sewer Expansion Territory shall be as follows:
      (1)   For all connections of one inch or less, the sum of $1,200;
      (2)   For all connections in excess of one1 inch, a sum fixed by the City Council upon a case-by-case basis determined at the actual cost of labor and material plus a reasonable overhead charge and not being less than $1,200 for each economic unit.
   (E)   The water connection fee for the Rutland 180 Water and Sewer Expansion Territory shall be as follows:
      (1)   For all connections of one inch or less, the sum of $7,500;
      (2)   For all connections in excess of one inch, a sum fixed by the City Council upon a case- by-case basis determined at the actual cost of labor and material plus a reasonable overhead charge and not being less than $7,520 for each economic unit.
   (F)   Any property owner of a buildings used for human occupancy, employment, recreation, or other purposes situated within the city and located within 100 feet of any water main which is now in existence, or which may hereafter be installed shall, at their expense, connect said house or other building directly to the public water system of this city within 90 days after date of official notice to do so from the city.
