(A) There shall be and there are hereby established a total water charge for the use of and for the service supplied by the city water works which shall consist of a basic water user charge and a water volume charge. Total water charge shall be determined by the amount of revenue funds required to operate and maintain the city water works and to provide a fund for the repair and/or replacement of component parts of said water works for each fiscal year. Said charges shall also be determined by geographic location north and south of the Illinois River.
(B) The water volume charge for North of the Illinois River is $0.47 per each unit (unit is 100 gallons) or fractions thereof. Effective August 1,2021 the volume charge north of the Illinois River shall be $0.485 per unit. On May 1, 2022 and thereafter each year on May 1 the volume charge shall increase in an amount of $0.015 per each unit.
(C) The water volume charge for South of the Illinois River is $0.425. Effective August 1, 2021 the volume charge South of the Illinois River shall be $0.44 per unit. On May 1, 2022 and thereafter each year on May 1 the volume charge shall increase in an amount of $0.015 per each unit.
(1) The volume water charges shall commence and be assessed against each economic unit upon a water line from the economic unit being connected to a city water main.
(2) The volume water charges may be shut off upon requesting a termination of water service. (Notice, however, the basic water charges continue, unless the City Council passes a resolution to terminate charges or unless the lateral water line serving property from the city water main is removed.)
(D) The purpose of the basic water user charge is to charge a base amount each billing period to every economic unit which receives or is capable of receiving city water to cover the basic charges of maintaining the water system which includes, without limitation, ongoing infrastructure costs, radium removal and IEPA testing. The basic water user charges shall commence and be assessed against each economic unit upon a water line from the economic unit being connected to a city water main. The charges continue until there is no longer a connection from the economic unit to the city water main, or if the City Council has passed a resolution to terminate charges. A temporary shut off of water shall not terminate basic water charges.
(1) North of the Illinois River, the basic water user charge is $8.75. Effective August 1, 2021, the charge shall be $11. Effective May 1, 2022, the charge shall be $12.
(2) South of the Illinois River, the basic water user charge is $34.
