§ 52.16 DEPOSITS; RESPONSIBILITY FOR PAYMENT FOR WATER SERVICE.
   (A)   A deposit of $75 is required at time of application for water and sewer service.
   (B)   Said deposit may be refunded after one year, provided all fees and charges have been timely paid in full. It shall remain the responsibility of the person tendering the deposit to request a refund of deposits by submitting a written request to the City Clerk.
   (C)   The owner applicant is always responsible for payment of services regardless if the owner provides the bills to tenant for payment and regardless if any deposit was refunded.
   (D)   No refunds or discounts on water rentals shall be made on account of the premises having been vacant or no water used unless water has been shut off by the Water and Sewer Department upon written request of the owner or consumer.
   (E)   An administrative fee of $25 shall be imposed at the time each new account is opened or modified.
