The total sewer charge and any custom or special sewer charges shall be payable monthly. The owner of the premises, the occupant and the user of the service shall be jointly and severally liable to pay for the sewer service. All bills for service shall be rendered as of the 25th day of the month for which the service is billed, and shall be payable not later than the close of business day on the tenth day of the month. A penalty of 10% shall be added to all bills not paid within ten days of date of billing. When the tenth day of any month shall be Sunday or a legal holiday, then such bills for service shall be payable on the next succeeding secular day without any additional penalty.
