The requirements of this subchapter shall be a prerequisite to and a condition of all agreements, understandings and contracts between the city and any professional. The failure of any professional to comply with the requirements of this subchapter shall render any agreement, understanding or contract with the city null and void. The requirements of professional liability insurance as imposed by this chapter shall be a condition precedent to any obligation or liability of the city to pay any professional for services rendered to the city and shall be a part of any agreement or contract between a professional and the city as if the requirements of this subchapter were set forth verbatim in any such agreement or contract.
