It shall be unlawful and a violation of this subchapter for any person to engage in the business of renting, leasing or letting rooms in a hotel within the city without a certificate of registration issued by the Illinois Department of Revenue. A copy of the said certificate of registration shall be provided to the Treasurer not later than the filing due date of the first return required to be filed with the city.
