(A) A city water or sewer user or their power of attorney or their attorney shall initiate a complaint in writing stating the nature of the dispute or problem and the relief requested. Where the complaining party is not the property owner, the property owner must join in the complaint. Where a complaint is initiated by a power of attorney, the Board may require that the power of attorney document be produced. Complaints shall be filed at City Hall. The filing of a complaint shall not act a stay of a scheduled water or sewer shutoff.
(B) The Chairperson shall use diligent effort to call a meeting with the complaining party and a quorum of the members of the Water and Sewer Billing Review Board within seven days. Absent good cause shown by the complaining party, all meetings shall be held at the City Hall. The complaining party may attend the hearing by telephone. The Chairperson of the Board may continue a meeting as reasonably required. The complaining party may for good cause request one continued hearing, The Secretary shall maintain meeting minutes and the Chairperson may maintain recordings of hearings. The Chairperson may require that testimony be presented under oath. The Chairperson may recess or adjourn a meeting when the Chairperson has concern that a police officer needs to be in attendance to maintain order.
