§ 33.42 RESPONSIBILITIES AND POWERS.
   The Water and Sewer Billing Review Board shall meet the first and third Wednesdays at 1:00 p.m. with the duty to seek resolution of disputes over water and sewer billings. Upon the concurrence of three or more members, the Board may:
   (A)   Grant relief to any dispute over water and sewer billings not involving a loss of potential revenue to the city of more than $50. Any dispute resolution involving a loss of potential revenue to the city of more than $50 shall be approved only by the concurrence of a majority of the members of the City Council.
   (B)   The Board may approve a bill payment agreement. A bill payment agreement shall require payment of all delinquencies within 18 months. A bill payment agreement may require that a lien be recorded as to delinquencies to date. A bill payment agreement may direct that water or sewer service be restored. The Board may not agree to the bill payment agreement within 12 months from the date of default of any prior bill payment agreement.
   (C)   For good cause, the Board may request the testing of a meter and the replacement of an apparently malfunctioning meter (see § 52.52 TESTING OF METERS; FILING OF COMPLAINT AFTER INVESTIGATION of the Code of Marseilles).
   (D)   The Board may request one or more additional meter readings and may request the attendance of a meter reader at a meeting.
   (E)   The Board may make recommendations to the City Council for improvements to the meter reading and billing systems.
