In all contracts for the performance of any work or improvement, the city shall reserve the right to suspend the work and annul the contract for a failure on the part of the contractor to execute the same according to the terms thereof, and such action shall not affect the right of the city to bring an action on such contractor's bond for nonperformance of his contract.
