§ 36.13 ADVERTISEMENT FOR BIDS.
   It shall thereupon be the duty of the City Clerk to advertise in the official newspaper of the city for bids to furnish materials and do said work according to the plans and specifications aforesaid. Such advertisement shall be published at least twice within ten days in a newspaper circulated in the city, before the day fixed for the opening of bids, and shall state the nature and extent of the improvements ordered, the place where the plans and specifications may be seen, and the time and place when and where the bids will be opened. The right to reject any and all bids shall be reserved in such advertisement.
