§ 36.12 CITY ENGINEER TO PREPARE AND/OR REVIEW PLANS AND SPECIFICATIONS.
   Whenever any public improvement which is required to be let to the lowest responsible bidder shall be ordered by the City Council, it shall be the duty of the City Engineer to prepare and/or review a plan or profile of the proposed improvement and specifications for the construction of the same. After the City Engineer finishes his or her preparation and/or review, the said plans and specifications shall be submitted to the Council for approval. Once the plans and specifications have been approved by the Council, they shall be kept on file in the office of the City Clerk, and shall be open to the inspection of the city officers and other persons interested therein.
