A majority of the Board shall constitute a quorum for the conduct of all business. The Board shall have all the powers and authority, and shall perform such duties as are provided and set forth in ILCS Ch. 65, Act 5, §§ 10-2.1-1 et seq.. The Board shall make rules to carry out their duties under ILCS Ch. 65, Act 5, §§ 10-2.1-1 et seq.. A copy of any rules adopted by the Board shall be provided the City Clerk. No such rule shall be made by the Board to govern the operation of the Police Department or the conduct of its members.
