Experience increments are not guaranteed due only to year's experience/service. This incremental increase will be based on the employee's ability to perform the various tasks that are assigned to him or her. Other factors that will be taken into account will also include the following:
(A) Absenteeism;
(B) Tardiness;
(C) Safety;
(D) Treatment of city vehicles and machinery;
(E) Ability to work with fellow employees; and
(F) Treatment of the public.
