When the city has an agreement with a water user to bill further water users based on a re-metering of water, there shall be added to each re-metered water bill an additional flat rate charge of $2 to compensate the city for any additional meter reading and administrative work associated with billing re-metered water. The above-mentioned $2 flat rate charge shall not apply to circumstances where the applicable agreement with the city otherwise provides a mechanism for the city to be compensated for the administrative work or shifts additional administrative work to a party other than the city.
